This page details and/or previews updates to PayPal users of changes to the Bulgaria, Cyprus, Czech Republic, Estonia, Greece, Latvia, Liechtenstein, Lithuania, Malta, Romania, San Marino, Slovakia, and Slovenia PayPal User Agreement(s) or other online agreements, policies, or statements that require notice. You can also review Past Policy Updates notices. Note that additional changes could be made to previewed agreements on or before the effective dates listed, provided the applicable notice requirements are met.
Upcoming Changes
We’re making changes to certain agreements (listed below) that govern your relationship with PayPal. These changes will take place automatically on the corresponding effective date(s) shown below.
Actions Needed
Please carefully review the notices below and familiarise yourself with the upcoming changes. By continuing to use our services after the changes take effect, you agree to be bound by those changes. Otherwise, no further action is needed from you to accept such changes. However, if you would prefer to decline them, then you will need to close your PayPal account prior to the applicable effective date, as described in the User Agreement.

Amendments to the PayPal User Agreement
Effective: 10 October 2024
- We are updating the “Your use (as a seller) of personal data; Data protection laws” section of the PayPal User Agreement to remove any duplicative language and improve clarity.
- We are clarifying that merchants are permitted to share customer personal information provided to them by PayPal with their service providers. We are also asking that merchants acknowledge they have the rights and authorities to share personal data with PayPal. This is a requirement under existing user agreement for merchant to comply with applicable data protection laws.
- We are removing the following documents from the Legal Agreements page: (i) Key Payment and Service Information and (ii) User Agreement Reference Notes. Any references to User Agreement Reference Notes will be deleted from the User Agreement. Amendments to the PayPal Online Payment Services Agreement
Effective: 10 October 2024
- We are changing this agreement to introduce a new service, the SEPA Direct Debit service, which will allow merchants to accept SEPA Direct Debits as a payment method. Consequently, we are renaming this agreement to PayPal Online Payment Services Agreement.
- We are also changing our Merchant fee page to introduce new fees relating to this service.
- We are introducing new terms and fees for Fraud Protection Tools, as an optional additional service.

Minor editorial correction to the Greece PayPal Consumer Fee page
Effective: 10 October 2024
We are correcting the following errors on the PayPal Consumer fee page.
- On the Greek-translated PayPal Consumer fee page, under the card withdrawal section for CY, EE, LI, LT, LV, MT, SK, & SM, we are adding the Armenian dram (ADM) fixed fee of 1350.00 AMD.

Minor editorial correction to the Slovakia PayPal Merchant Fee page
Effective: 10 October 2024
We are correcting the following typographical errors on the PayPal Merchant fee page.
- On the Slovakian-translated PayPal Merchant fee page, under the Additional percentage-based fee for international commercial transactions; the section titled ‘where sender’s market/region is’ is being updated from SK to the UK.

Amendments to the PayPal Alternative Payment Methods Agreement
Effective: 8 July 2024
- We are removing the following redundant sentence in section 3: “The additional percentage-based fee for international commercial transactions set out in the User Agreement does not apply when you receive APM Payments”. This information is already covered in the PayPal Merchant Fee page. Removal of this sentence does not change how PayPal charges for APM Payments or additional percentage-based fees for international commercial transactions.

Amendments to the PayPal Alternative Payment Methods Agreement
Effective: 29 August 2024
- We are updating Annex 1 to reflect the terms applicable to Apple Pay and to add Google Pay as a new payment method.
